I can personally attest to the performance improvements we experienced when we switched our theme to Astra. The flexibility in terms of theme-level customization it allows on top of that is what makes it worth it. My other go-to themes for newbuilds are GeneratePress and Neve. They are all optimized for performance, which to me is far more important than having a bunch of features you may or may not use. I haven't tried the other themes on this list but the Ultra theme seems interesting.
